2017 Performance to Avoid 2019 Penalties

Merit-based Incentive Payment System (MIPS)

This information is intended to provide psychiatrists with steps they can take to comply with MIPS requirements.

This covers the 2017 performance period and involves the following process: 2017 Performance → 2018 Reporting (Jan. through March) → 2019 payments.

Do I have to report?

  • You have to complete qualified performance activities in 2017 to avoid a penalty in 2019 if you have over $30,000 in annual, Medicare Part B charges AND have more than 100 Part B Patients.
  • Not sure if you need to report based on the criteria above? Go to to look up your status using your NPI number.

The easiest way to complete performance activities in 2017 is by joining the APA’s Registry — which is free to APA members — and reports your MIPS information to CMS. However, the longer you wait, the fewer options you have. You can do any one of the following to meet the requirements.

  • January 1 through September 15, 2017: Sign up for PsychPRO (APA’s Registry). You must participate in the registry for a full 90 days in the 2017 performance year to automatically qualify for an Improvement Activity. APA will need to establish a connection to your EHR AND/OR you will need to use the Patient Portal. This will fulfill the requirement to use a QCDR Registry to support clinical decision making and/or engage patients through the Patient Portal.
  • January 1 through December 15, 2017: Sign up for PsychPRO (APA’s Registry) and use the Patient Portal to report patient Quality Measures. The requirement is to report on one Quality Measure for your patients. APA encourages you to include a minimum of 20 patients to best position yourself to meet requirements.

If you have waited past December 15, 2017 to join PsychPRO or choose not to join PsychPRO in 2017, you may still be able to complete the following Improvement Activity by December 31, 2017 to avoid a penalty. Once completed, you will need to submit your attestation between January 1 and March 31, 2018 using the CMS online portal available through

  • Completion of AMA’s STEP forward program at A certificate of completion and detailed instructions are included on the site. The APA is not responsible for the content or the process.
