A Message from the Candidate
Biography
Following an early childhood in Pittsburgh, PA, I grew up in Bayside, Queens where I attended public school. I graduated with a biology degree with high honors from the University of Rochester, and completed my medical studies at the Université de Liège in Belgium. My professional identity has been defined by serving and advocating for those who are the most vulnerable and most impacted by limited resources.
My psychiatric career began as physician-in-charge of a psychiatric emergency service in the America’s most diverse county, overseeing the care of 5,000 acutely ill patients yearly and where I supervised and mentored scores of residents and students. Effective advocacy and leadership categorized my roles as head of the Department of Psychiatry at Queens Hospital, as Director of Medical Informatics at Queens and Elmhurst Hospitals, and currently as Senior Associate Dean for Human Subjects Research and Executive Director of the Program for the Protection of Human Subjects at the Icahn School of Medicine at Mount Sinai. Today, my team and I protect research subjects and enable the progress of important medical research. I do this while maintaining a solo private practice in adult psychiatry.
As chair of the NYS Medicaid Pharmacy and Therapeutics Committee I fought to maintain the legal ability for “physician prevails” and assure the availability of a wide and clinically effective range of psychotropic medications. The governor appointed me to the Public Health and Health Planning Council and the Mental Health Services Council. During my tenure the Certificate of Need process was streamlined, the integration of mental health services within the provision of “general” medical care has advanced, and regulatory changes to respond to climate change by improving healthcare infrastructure standards were adopted.
An APA member since 1984 I have held the highest leadership positions in my district branch and state association. Currently I am completing my term on the APA Board of Trustees as the Area 2 trustee. I was a member of the BOT Executive Committee when I was Speaker of the Assembly. I chaired the workgroup charged with developing guidelines for position statements on “social issues.” During my current tenure I have been actively engaged in the organization’s initiatives around Diversity, Equity and Inclusion and I was a member of the BOT’s Structural Racism Accountability Committee. Continuing work I began while I was in the Assembly, I am still on the steering committee for the DSM5.
