Speakers
Tara Kunkel has served as the Executive Director of Rulo Strategies since 2020. Before founding Rulo Strategies, Tara served as a Senior Drug Policy Advisor at the U.S. Department of Justice, where she led the implementation of the Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP). Under Tara’s leadership, the COSSAP program grew from a $27 million grant program in 2017 to $187 million in 2019. Tara also served as a consultant for the National Center for States for more than nine years leading, managing, and evaluating projects at all points in the justice system, from diversion programs, pretrial supervision, courts, probation, and corrections. Tara is a former treatment court coordinator in Virginia and has completed statewide evaluations in Nebraska, Michigan, Virginia, and Arkansas. Tara received a master’s in social work from Virginia Commonwealth University and a bachelor’s degree in psychology from the University of Virginia.
Hope Selarnick, MD, DLFAPA, FASAM, FCCP attended the Medical College of Pennsylvania. She began her training in Internal Medicine, but was drawn to Psychiatry, completing her residency at Hahnemann Hospital. Dr. Selarnick currently serves as Director, Addiction Services and Medical Director, Opioid Treatment Program at Corporal Michael J. Crescenz VA Medical Center. In addition, she served as Forensic Evaluator for the First Judicial District of PA. Dr. Selarnick holds a faculty appointment at UPENN Dept. of Psychiatry. She is Board Certified in both Psychiatry and Addiction Medicine (American Board of Preventive Medicine). She is a Distinguished Life Fellow of the APA and a Fellow of ASAM. Dr. Selarnick is a Fellow, College of Physicians Philadelphia. Dr. Selarnick is immediate past president of the Pennsylvania Psychiatric Society. Dr. Selarnick is passionate about best practices for the treatment of substance use disorders and is a strong proponent of harm reduction.
Smita Das, MD, PhD, MPH is Board Certified in Psychiatry, Addiction Psychiatry and Addiction Medicine. Dr. Das studied Chemistry and Statistics at Stanford, completed her Masters in Public Health at Dartmouth College, and then completed her MD/PhD in Community Health at the University of Illinois at Urbana Champaign. She completed psychiatry residency and was chief resident at Stanford followed by an addiction psychiatry fellowship at UCSF. She has over 2 decades of experience in research in healthcare quality and addiction. Dr. Das is chair of the APA Council on Addiction Psychiatry and has been a member for a over a decade. She has been a leader in the Northern California Psychiatric Society since 2012 and is a Past President of the APA District Branch. Prior to her position as Medical Director of Psychiatry at Lyra Health, Dr. Das was Director of Addiction Treatment Services at the Palo Alto VA. In addition to her work at Lyra, Dr. Das practices in addictions at Stanford School of Medicine where she is a Clinical Associate Professor.
