The award was established in memory of Frank J. Menolascino, M.D., who was an authority on mental health among persons with intellectual development disorders and developmental disabilities. He developed a progressive regional system of support for persons with intellectual development disorders that now serves as a model for programs around the world. Dr. Menolascino was a leading advocate of educational rights and community-based services that would allow persons with mental retardation to remain in their hometown among family and friends rather than be placed in state institutions.
